党的十六届三中全会通过的《关于完善社会主义市场经济体制若干问题的决定》,是指导我国未来改革开放和现代化建设的又一个纲领性文件,而且,同以前相比,该《决定》有许多创新提法,如五个统筹、建立现代产权制度、股份制是公有制的主要实现形式等。但在我看来,决定中最重要的创新和具有指导意义的是,明确提出了建立现代产权制度的目标,这就使完善社会主义市场经济体制的改革有了其核心,按照矛盾论观点,这叫:捉住了主要矛盾,一切问题就迎刃而解了。(毛泽东,1937,第297页)所以,我在本文中将首先从理论和实践、历史和现实的角度证明:为什么建立现代产权制度,是完善社会主义市场经济体制的核心;然后,说明什么是现代产权制度;最后,对怎样建立现代产权制度谈几点自己的看法和建议。
The “Decision on Some Issues Concerning Perfecting the Socialist Market Economic System” adopted by the Third Plenary Session of the 16th CPC Central Committee is yet another programmatic document guiding the future reform, opening up and modernization of our country. Moreover, as compared with the previous decision "There are many innovative formulation, such as five co-ordination, the establishment of a modern property system, joint-stock system is the main form of public ownership and so on. However, in my opinion, the most important innovation in the decision and its guiding significance are that it clearly sets out the objective of establishing a modern property rights system. This has made the core of perfecting the reform of the socialist market economic system. According to the contradictory point of view, This is called: to catch the main contradiction, all the problems will be solved. (Mao Zedong, 1937, p. 297) Therefore, I will prove from the perspectives of theory and practice, history and reality first of all that why establishing a modern property right system is the core of perfecting the socialist market economic system; and then, what is Modern property system; Finally, how to establish a modern property system to talk about their own views and suggestions.
