党的十八届五中全会强调,实现“十三五”时期发展目标,破解发展难题,厚植发展优势,必须牢固树立并切实贯彻创新、协调、绿色、开放、共享的发展理念。这五大发展理念,可以说是制定“十三五”规划的“生命”和“灵魂”。它是在深刻分析国际发展大势、国内发展阶段性特征的基础上形成的,集中体现了我国在“十三五”乃至更长时期的发展思路、发展方向和发展着力点,充分反映了我们党对经济社会发展规律认识的不断深化。
