德惠市松沐灌区建成于七十年代,多年来,为全市合理开发利用水资源,特别是对全市水田面积的开发,实施“以稻治涝”战略,促进粮食稳产增产,起到了不可低估的作用。但自九十年代以来,灌溉面积却逐年减少,经济效益下降,群众对松沐灌区的意见很大,认为水电费过高,供水不及时。这些意见引起了市人大常委会的高度重视,人大常委会领导立即责成财经办公室进行调查,在常委会主管主任的带领下,有关人员深入到各乡镇、松沐灌区和水利局等单位,通过与代表和群众座谈,感到水电费过高、供水不及时是存在的,原因主要有六个方面:一
