一、我国补贴县财政的现状 1.补贴面宽。据财政决算统计,1991年我国有1301个财政补贴县,占县级单位总数53.8%,即全国有一多半县级单位靠吃财政补贴过日子。除天津、上海两市外,其他28个省(区、市)都有财政补贴县,其中内蒙古、云南、甘肃、青海、新疆等省区70%以上的县是补贴县,西藏、宁夏两自治区全部是补贴县。
