贯彻落实党的十四届四中全会“关于加强农村基层组织建设的通知”,加强村级组织建设,抓好党支部为核心的基层组织建设,推进农村的改革、发展、稳定和全面发展,密切党和政府同农民群众的联系,增强村级组织的凝聚力、战斗力和号召力,提高干部队伍的整体素质,保证党的各项方针政策在农村得到贯彻落实,促进农村改革和经济发展,引导农民走共同富裕的社会主义道路,因此,要抓好“四落实”。
