改革开放以来,特别是党的十四大确立建立社会主义市场经济目标以来,广东在劳动和社会保障领域坚持改革的市场取向,积极培育市场导向的就业机制,社会劳动力通过市场自主择业的比重达90%以上,市场就业已成为劳动者就业的主导方式。然而,原公有制体制内的部分国有企业职工,在企业兼并、关闭、转制、破产过程中,无法自主进入市场就业,成为我省建立市场导向就业机制的严重障碍。针对这一问题,从1998午起,我省探索总结出“先分流,后下岗;少进中心,快出中心;分类指导,确保生活”的再就业工作思路,特别从2000年开始,有力地配合了国企改革调整和富余人员的分流安置工作。至2000年,我厅在总结经验基础上,印发了《关于理顺国有企业下岗职工劳动关系有关问题的通知》,明确要求除边远山区整
