2008年9月,江苏省政府发布了《江苏省地方储备粮管理办法》,对规范省级储备粮轮换管理,加强地方储备粮体系建设起到了积极作用。为贯彻落实粮食安全省长责任制,适应新常态下粮食储备管理工作的需要,日前,江苏省政府发布了修订后的《江苏省地方储备粮管理办法》,自2015年10月1日起施行。新修订的管理办法,在储备粮管理主体、承储企业确定、储备粮轮换、储备粮动用等重要方面进行了完善和明确。
In September 2008, the Jiangsu Provincial Government promulgated the Measures for the Administration of Local Reserve Grain in Jiangsu Province, which played a positive role in regulating the rotation management of provincial reserve grain and strengthening the construction of a local grain reserve system. In order to implement the responsibility system of provincial governors for food security and meet the needs of grain reserve management under the new normal, a few days ago, the Jiangsu provincial government promulgated the revised “Measures for the Administration of Jiangsu Province’s Local Reserve Grain” since October 1, 2015 . The newly revised management measures have been perfected and clarified in such important aspects as the subject of grain reserve management, the identification of the undertaking and storage enterprises, the rotation of reserve grain and the utilization of reserve grain.
