实施城乡经济社会发展一体化的重大战略部署。国家设立成渝全国统筹城乡综合配套改革试验区,是将其放到全国总体战略布局中去考虑,为欠发达地区乃至全国的改革发展创造和积累新经验、提供制度机制示范。成渝改革试验区提供的范式昭示,欠发达地区促进城乡经济社会发展一体化不能一蹴而就,必然呈现出不同的区域特征,只能从实际出发,走整体推进与循序渐进相结合的实践道路。
Implementation of the integration of urban and rural economic and social development of a major strategic plan. The state has set up a comprehensive experimental zone for supporting reform in urban and rural areas of Chengdu and Chongqing as a whole, taking it into consideration in the overall strategic layout of the country, creating and accumulating new experiences for the reform and development in underdeveloped regions and the country as a whole, and providing demonstration of institutional mechanisms. The paradigm provided by the pilot zone for reform in Chengdu and Chongqing shows that the integration of urban and rural economy and social development in underdeveloped areas can not be accomplished in one step and will inevitably show different regional characteristics. Only from a practical point of view can we proceed with the practical path of integrating the whole with gradual and orderly progress.
