党的十四大确立了我国经济体制改革的目标是建立社会主义市场经济体制,这是社会主义经济理论的重大突破,标志着我国经济体制由计划经济向市场经济转轨,为加快发展经济步伐开辟了道路。经济发展必然为社会事业发展提供物质基础,带动整个社会的全面振兴。建立社会主义市场经济体制也为农村三级医疗卫生网建设带来良好机遇,同时也提出了新课题。由于我们在长期的工作中受计划经济体制的影响,当前的农村三级医疗卫生网建设的思想认识、指导思想及工作方法等诸多方面显得不适应市场经济体制的要求。
