棉纺织工业不仅是我国最重要的轻工业,而且在整个工业中亦占有相当大的比重,充分保证纺织工业的原料,是一件十分迫切而又重大的工作。我国纺织工业历来是处在殖民地半殖民地的生产状态,解放后为官僚资产阶级所承袭下来的日本帝国主义直接经营的纺织厂,变成了人民的财产,公私营厂商都从美棉的控制下解放出来,改用国产棉花。这种工业上的新生气象,给我们植棉事业提供了大量发展的广阔前途。一九五零年棉花生产在农业生产上是一个跃进,打破了历史纪录。较一九四九年扩大棉田面积百分之四十二,增产皮棉百分之五十六,但仍不足使全部纺锭开工。为争取我国棉纺织工业独立自主的发展,必须使棉花生产在一九五一年再来一个稳步的跃进,达到原棉的完全自给,为进一步争取花纱布外销奠定基础。
The cotton textile industry is not only the most important light industry in our country, but also occupies a large proportion of the entire industry. It is a very urgent and significant task to fully guarantee the raw materials for the textile industry. China’s textile industry has always been in a state of colonial and semi-colonial production. After the liberation, the direct-run textile mills under the Japanese imperialism inherited by the bureaucratic bourgeoisie became the people’s property. Both public and private manufacturers were under the control of the U.S. cotton. Liberated, switch to domestic cotton. This new industrial climate gives us a vast future for extensive development of cotton-planting. Cotton production in 1950 was a leap forward in agricultural production, breaking the historical record. A 42% increase in cotton area and an increase of 56% in lint yield as compared with 1949, but not enough to start all the spindles. In order to strive for the independent development of China’s cotton textile industry, we must make a steady leap forward in cotton production in 1951 to achieve complete self-sufficiency in raw cotton and lay the foundation for further efforts in exporting gauze.
