解放战争时期,北平电信局的地下党组织团结、教育广大职工,并在进步职工中积极发展党员,领导群众进行各种形式的斗争,为冲破国民党统治和推动北平和平解放,做出了重要贡献。在抗日战争时期,北平电信系统只有1名地下党员(甄审时被裁掉)。抗战胜利后,在北平地下党组织的领导下,通过秘密和公开的活动,联系、团结、教育电信职工,并在觉悟的职工中秘密发展共产党员。
