20世纪70年代末80年代初一场声势浩大的行政改革——新公共管理运动在西方国家迅速展开,治理理论作为时代的产物应运而生。在社会治理理论中,离不开公共物品的议题,否则政治共同体就会退化为“弱治理”的政治,不仅社会治理失去对宪法的承诺,滋生、蔓延种种社会问题,而且地方政府在竞争交往中也会陷入困境。人类对自身文明的信心与公共物品密不可分,在大众文化居于主导地位的今天,公共物品问题可以说是现今社会治理的核心议题,也是建设现代公共政治的根本路径之一。
