我省河流众多,局部暴雨洪水灾害频繁。流域面积在10～100平方公里的河流3786条,100平方公里以上河流579条,其中1000平方公里以上河流64条,10000平方公里以上河流7条。全省共有水库1344座,百万米~3以上水库229座,其中大型水库5座,百万米。以上病险水库有105座。全省农产品基地和工业设施都分布在江河两岸,77.3％的县以上城镇都临河而建,加之,三门峡库区不断淤高,防洪标准低,省境局部暴雨频繁,防汛任务十分繁重。近年来,由于坚持不懈地抓了防汛正规化、规范化建设,使我省的防汛工作基
