[案情] 张某于1995年购买了一辆载重4吨的黄河牌汽车,从事个体运输,但一直没有缴纳养路费。1998年9月5日,张某从某县砖瓦厂拉砖时,在公路上被该县公路养路费征收管理处的一个检查站拦截检查。检查站的工作人员在检查中发现张某的汽车一直没有办缴纳养路费的手续,随即将张某的汽车扣留。县公路养路费征收管理处认为,张某从事个体运输长期不缴纳养路费,违反有关法律规定,遂于1998年9月10日,根据《中华人民共和国公路法》
[Case] Zhang bought a 4-ton Yellow River vehicle in 1995 for individual transport, but has not paid road maintenance fees. September 5, 1998, Zhang pulled brick from a county brick factory, on the road by the county road maintenance fee collection and management of a checkpoint interception check. Check staff at the inspection found that Zhang’s car has not paid the formalities to pay road maintenance fees, then Zhang’s car detained. County road maintenance fee collection management believes that Zhang engaged in individual transport long-term do not pay maintenance fee, in violation of relevant laws and regulations, then in September 10, 1998, according to “People’s Republic of China Highway Law”
