Currently, the instability of the departmental secretary team is a common phenomenon. According to the questionnaire survey conducted by the authors on the status quo of the secretaries of the 13 cities, counties (districts) health bureaus and 13 municipal direct medical and health units in the jurisdiction of Shaoyang City, there are 51 secretarial staff in these units.
