河南人民盼望已久的南水北调中线工程已经列入国家建设计划,可行性研究报告可望得到批准,设计工作即将全面展开。此项工程建成以后,我省将获得巨大利益,不仅可以解决京广线两侧黄金地带的水资源紧缺问题,而且将推动我省国民经济和社会的全面发展。因此,理所当然地受到全省人民的热烈欢迎和支持。但是,我们也必须看到建设南水北调中线工程,我省首先要承担繁重的移民、施工和以后的管理维修任务,而且将改变我省的自然环境,如果处理不善,会带来长远的不利影响。历史经验告诉我们,越是形势好的时候,越要保持清醒的头脑。如果说在可行性研究阶段,要在战略上藐视困 The long-awaited mid-route project of the South-to-North Water Diversion Project of Henan Province has been included in the national construction plan.
