中国是世界上水土流失最严重的国家之一,水土流失面广量大,不仅在当地造成长期的低产贫困,有的地方甚至威胁到群众的生存。过去大量的实例证明,单纯地重视水利工程,而不与植树种草相结合,很难确保水利工程的安全及充分发挥其作用.今后应积极提倡把“水利工程与生物工程相结合”作为一条原则坚决贯彻执行。
