When a dog bites a man, it usually doesn’t make news. However, this saying changed when Beijing and several other Chinese cities announced the “Civilized Dog Raising” campaign in November.
The government will require Beijingers to get licenses for their dogs, and will enforce the onedog, one family policy. Police say the “onedog policy” is aimed at reducing the number of dog bites and lowering the risk of rabies. The problem is, actually, about living space. Different from many Westerners, most Beijingers live in urban apartment buildings, not houses in the suburbs. There is very limited open space for walking dogs. The barking, the waste, and unleashed dogs in buildings, elevators and places people gather can cause fear, fights and frustration.

Torrential rain has greatly eased the severe drought in central China, it also caused flooding in some regions as well. Most of the western, central and northern parts of Hunan Province have been battered by moderate to heavy rain since June 2, the provincial meteorological center said Sunday.
The Fenghuang County of the province had recorded the largest precipitation of 231.5 mm by Sunday morning.The rain has reduced the crop acreage suffering from drought by one third to 307,000 hectares and people suffering from drinking water shortage by nearly half to 610,000.Meanwhile, the heavy rain has caused floods in the prefecture of Xiangxi and cities of Loudi and Huaihua, affecting some 620,000 people and damaging 29,000 hectares of crops.The floods even forced the emergency evacuation of 21,000 residents in the three regions.
The provincial government has ordered to brace for floods and geological disasters while storing water following the worst drought in 60 years.Drought in Hunan’s neighboring provinces of Jiangxi and Hubei along the Yangtze River, China’s largest, were also alleviated as the raining season started.
The provincial meteorological center in Jiangxi forecast the torrential rain to last till June 12.

Ban Kimoon was made the 8th SecretaryGeneral of the United Nations. In his speech at the ceremony of his taking office, he thanked all the Member States for placing confidence in him, and also expressed his deepest respect and appreciation to all the leaders and people of the Member States for their strong support.
His remark about the former SecretaryGeneral, who he said had guided their organization into the 21st century and had made the UN truly vital to peace, prosperity and human dignity around the world, was particularly impressive. Mr Ban Kimoon stated in his speech that he had already made up his mind to build upon the alreadymade achievements of the UN.
The new Secretary—General thinks the UN is needed now more than ever before. The UN’s major task in the previous century was to keep countries from fighting each other. In the new century, it is very clear that the UN’s most important task is to strengthen the interstate system so that humanity may be better served. We need competent(有能力的)and responsible states to meet the needs of “we the peoples” for whom the UN was created. And the world’s peoples will not be fully served unless peace, development and human rights, the three pillars of the UN, are advanced together with great efforts and equal determination.
As the new SecretaryGeneral, he is not as proud as people thought he might be. He said he was far from perfection and he would need the support, cooperation and trust from all the Member States. And he faithfully promised to serve them well, with all of his heart and to the best of his abilities.
