去年底今年初,山东省栖霞市“57名‘村官’要辞职”事件可谓轰动一时。人民日报、南方周末等媒体均做了报道。村民直选的“村官”为什么要辞职?57名“村官”署名的联名信称,是由于村党支部片面强调党领导一切,支部包办代替村委会的做法不当。当选一年多,村里的财务、公章不交接,财务支出支书一人说了算。镇党委、政府不但不解决“村官”们反映的问题,反而对村委会成员随意诚勉。各家媒体也如实调查并报道了这一事件。本刊认为,问题出在栖霞,但反映的是村民自治进程中出现的一个带有普通性的矛盾——“两委”关系。为探索解决此类矛盾的途径,记者走访了直接参与联名信访的若干当事人
