本刊曾就宋健同志1991年7月9日关于印度、美国两位著名科学家在科学研究中的作假行为致张存浩主任等的一封信,于1991年第4期和1992年第1期先后发表了“诺贝尔桂冠下的科学赝品”和“美国科学界的阴影——盖洛事件”两篇文章,揭露了国际学术界的一些作假行为。随之,还发表了本刊编辑部撰写的评论文章“提倡科研道德,严肃科学学风,杜绝科学研究中的作假行为”,在我国新闻界和学术界引起了很大反响。国家自然科学基金委员会为此还进一步采取了一些防范措施。 1992年11月,国家自然科学基金委员会接到了我国科学家就中国矿业大学讲师李富斌在外国学术刊物上严重抄袭作伪事件的揭发信。1993年1月宋健同志又为此事件专门来函,我国一大批知名科学家对此也高度重视。李富斌的卑鄙行径已在国际学术界造成极为恶劣的影响,不仅损害了中国科学界的信誉,而且也是一种犯罪行为。国家自然科学基金委员会根据有关管理规定,决定撤消其基金项目,并无限期停止其申请基金的资格。此外,还与中国统配煤矿总公司、《科技日报》、《中国科学报》组成联合调查组,对李富斌事件进行了调查。我们发表这篇调查报告,旨在进一步引起我国广大科技人员和科技管理部门对剽窃作伪行为的警觉和重视。李富斌严重抄袭作伪事件,也暴露了我们基金委员会工作中的一些疏漏。今后,国家自然科学基金委员会应加紧制订有效措施,不断完善管理工作,防范作假行为的发生,以培养和规范科学界的严谨求实的科学态度和对人类的负责精神,在我国科学界建立起真正的马克思主义的科学精神。

In November 1992, the NSFC received a letter from our countrymen about the serious plagiarism and fraud by China's mining university lecturer Li Fubin in foreign academic journals. In January 1993, Comrade Song Jian sent a special letter to this incident. A large number of well-known scientists in our country also attach great importance to this incident. Li Fubin's despicable acts have caused extremely bad influence in the international academic community, not only damaging the credibility of the Chinese scientific community, but also a criminal act. In accordance with the relevant administrative regulations, NSFC decided to withdraw its fund projects and cease its eligibility for fund application indefinitely. In addition, a joint investigation team was formed with China National Coal Mine Corporation, Science and Technology Daily and China Science Newspaper to investigate the incident of Li Fubin. We publish this survey report to further arouse the vigilance and attention paid by the vast numbers of science and technology personnel and technology management departments in our country to plagiarism. Li Fubin serious plagiarism pseudo-incident also exposed some omissions in the work of our fund committee. In the future, the NSFC should step up efforts to formulate effective measures to constantly improve its management and guard against the occurrence of frauds so as to foster and standardize the rigorous and realistic scientific attitude of the scientific community and the spirit of responsible mankind, so as to establish a real Marxist scientific spirit.
