Estimation of the debt situation Latin American countries have worked hard for over six years to overcome the serious debt crisis and the current crisis has been significantly eased. This is reflected in the following: First, the rate of debt growth has been significantly reduced. In 1982 and 1983, Latin American debt grew at an annual rate of 11%, down from 4.3% in 1986 and 1987. Second, the debt ratio has been declining year by year. In 1987, Latin America’s debt ratio (the ratio of foreign debt to exports) dropped from 416% in the previous year to 387% and is expected to drop to 350% this year.
