时下,老百姓在评价某个领导干部素质时,爱用“好人”或“贪官”加以区别,我认为这种区别太笼统,也不科学。“贪官”的界定自有法律规范,这里不去研究。“好人”是对党和国家工作人员的起码要求,是基本素质的表现,但他不一定就是好官;不过,“好官”必须是“好人”。党和国家公务人员必须遵纪守法,努力工作,作风正派,善待百姓。在红尘滚滚物欲横流的今天能够做到这些,也基本属于“好人”范畴了。 “好官”的要求就高些,严格多了。党和国家各个部门根据党章要求结合自身特点,在不同时期对它的各级领导骨干提出了不同要求,就成了“好官”们在这些时候的行动规范。笔者来自老百姓现又回到老百姓,深
