在天津老百姓当中,流传着这样一段顺口溜:我把青春献给党,退下休来没钱养,靠儿靠女度晚年,儿子女儿又下岗。听了这样的话,谁都会打心里感到不是滋味,怎样才能改变这种状况呢?人们在期待在渴盼。 事实上,为了解决当前离退休人员养老金严重拖欠问题,党中央国务院和各有关部门做了很多工作,制定了很多措施,想了不少办法。积极推进养老金社会化发放,就是解决这一难题的最根本的方法和策略。 党的十五届四中全会明确指出:“退休人员与原企业相分离,养老金由社会服务机构发放,人员由社区管理。”今年,国务院又做出了年底在全国基本实现养老金社会化发放的部署,进而在中华大地上拉开了一场声势空前的、将给广大离退休人员带来幸福安宁的“大决战”。
