随着社会主义市场经济的发展，我国的城市建设发展很快。据统计，全国现有大中小城市６６８个，街道４９５７个。在“政企（事）分开的过程中，机关、企事业单位剥离了大量社会职能，社区逐步取代单位成为居民生活的最重要场所，据上海市统计，街道已担负着１００多项各类具体社会职能、且呈现进一步增加的趋向。在改革发展形势下，计划经济体制下的“单位人”正转变为市场经济体制下的“社会人”。城市居民的思想观念、交流方式、生活方式、相互关系发生了新的变化，街道社区成了矛盾比较集中、敏感的地方。新的形势对街道社区的管理提出了新的挑战。就新形势下的街道社区而言，其管理的突破口在哪里前不久，司法部、中央综治委在上海联合召开全国街道社区依法治理工作座谈会，很好地回答了这个问题——其突破口就在依法治理。座谈会分析研究了街道社区依法治理工作面临的新形势、新任务，进一步明确了工作思路、机制和任务。会上，２０几个单位交流了他们在街道社区依法治理方面的经验，使人深受启发。本栏目拟从第２期起，开辟“街道社区依法治理”专版．陆续刊登有关经验材料，一方面介绍先进单位的做法和经验；一方面引导大家共同探讨这一新形势下的新课题，以进一步推动街道社区依法治理的开展。
