隨着我國社會主義建設的全面開展,農村工作一天天繁重起來,不少地區的領導機關已感到有應付不過來的困難了。為了避免陷於被動,某些同志曾提出:要不就增加人員,要不就减少任務。我們認為這種意見是無補於實際的,因為工作日益繁重乃是不可改變的趨勢,而增加人員並不一定是做好工作的唯一條件。最實際的辦法只能是:根據社會主義革命新任務的需要,重新審查和改進自己的領導方針。首先要明確工作中心,全力貫徹中心,為順利解决全盤工作任務創造條件;同時又要善於圍繞中心任務,妥善安排農村全部建設工作,以取得全面主動。黨中央和毛澤東同志在最近兩年會一再指示:各級管理農村工作的黨委,必須将工作重點阵移到互助合作方面来;当前农村工作的基本任
As the socialist construction in our country is carried out in an all-round way, the work in rural areas is getting heavier and harder day by day. The leading organs in many areas have already felt the difficulties they can not cope with. In order to avoid being trapped in passiveness, some comrades have put forward the proposal of either increasing their personnel or reducing their tasks.
