一般来说,一个国家的公务员与企业平均工资之比应为1.5:1—2:1。但我国现在大致为1:3,远低于合理的比例。有些中央部委之间相同级别公务员收入之比达到1:10。因此,在2008年,国家公务员局首先面临的重担,是解决公务员收入分配难题,建立公务员与企业相当人员工资水平的调查制度。而推行阳光收入,实行阳光工资,通过收支两条线的管理,消除行政机关之间不合理的收入差距,统一行政机关福利,被看作是第四轮工资改革的前奏。
In general, the ratio of civil servants to business average wages in a country should be 1.5: 1-2: 1. But our country is now roughly 1: 3, well below the reasonable rate. Some central ministries have the same level of civil servants income ratio of 1:10.
