各市、州、县委,各市、州、县人民政府,省直机关各单位:1998年下半年以来,我省按照国务院的部署,在全省范围内开展农村电力管理体制改革、农村电网改造、实现城乡用电同网同价(以下简称“两改一同价”)工作,取得了初步成效。截止1999年底,全省县供电企业改革完成25个,其中省电力公司直管县“县为实体”改革试点3个。省电力公司代管地方县级供电企业20个,组建电力有限责任公司1个,上划州电力公司1个;乡镇电管站改革完成771个。农村电网改造
Cities, counties, county committees, people’s governments of cities, counties, and counties, and departments of provinces and agencies directly: Since the second half of 1998, our province has carried out reforms of the rural power management system, transformation of rural power grids, and implementation within the province in accordance with the State Council’s deployment. Urban and rural electricity use the same price as the network (hereinafter referred to as “two reforms and one price”) and achieved initial results. By the end of 1999, the province’s county-level power supply enterprises had completed 25 reforms, among which the provincial power company managed the counties “counties as entity ” reform pilots. The provincial power company administers 20 local county-level power supply companies, establishes one power limited liability company, and has 1 state-owned power company; and 771 township power management station reforms have been completed. Rural power grid renovation
