根据第九届全国人民代表大会第一次会议批准的国务院机构改革方案和《国务院关于部委管理的国家局设置的通知》(国发[1998]6号),撤销中国轻工总会,设置国家轻工业局。国家轻工业局为国家经济贸易委员会管理的主管轻工行业的行政机构。一、职能调整国家轻工业局必须贯彻政企分开、权力下放、权责一致的原则,在职能配置方面进行以下调整:(一)政企分开,不直接管理企业。不承担投资项目的立项、审核、审批职能;不下达生产或分配计划;不承担审批公司等职能。企业真正成为依法自主经营、自负盈亏、照章纳税的市场主体,负责国有资产的保值
