一、村规民约的含义及功能村规民约是村民群众在村民自治的起始阶段,依据党的方针政策和国家法律法规,结合本村实际,为维护本村的社会秩序、社会公共道德、村风民俗、精神文明建设等方面制定的约束规范村民行为的一种规章制度。它属于公约的一种形式,一般由名称、正文、结尾三部分组成。村规民约的内容主要分为两个方面。一方面是规定村民的行为,应该怎么做;另一方面则是规定村民违反和破坏规章制度的处理条款,
