本文考察了1978年以来中国涉农信息化政策的演变过程,认为其政策范式正经历“农业信息化范式”向“农业与农村信息化范式”的转移,分析了范式转移的动力机制和制约因素,提出新范式的制度化是未来相当一段时间的政策演变核心。
This paper examines the evolution of China’s agricultural informatization policy since 1978 and argues that its policy paradigm is experiencing the shift from paradigm of “agricultural informatization” to “paradigm of agriculture and rural informatization” and analyzes the motivation of paradigm shift Mechanisms and constraints, proposed the institutionalization of the new paradigm is the core of the policy evolution for a considerable period of time in the future.
