公共图书馆用户违规行为时有发生,为了保证图书馆的正常运转、图书馆事业的发展,以及维护其他用户的合法权益,应当依据现行法律法规以及规章制度进行处置。我国公共图书馆用户违规行为处置条款设置不够科学,往往只对损害图书馆财产安全的违规行为进行处置,且以经济处罚和限制图书馆使用权这两种处置方式为主。目前,公共图书馆用户违规行为处置政策存在可操作性差、处罚范围小,处罚方式单一,实施效果差等问题,各图书馆应当进一步规范图书馆用户义务,科学管理和行使处罚权,根据用户违规行为性质进行分类处置,并创新用户违规行为处置措施或制度。

At present, there are problems such as poor operability, small punishment range, single punishment mode and poor implementation effect. Public libraries should further standardize the obligations of library users, scientifically manage and exercise punishment power according to the user’s irregularities The nature of the conduct of classification and disposal, and innovations in user violations or measures to deal with the system.
