农村财务管理一直都是农村工作的热点和难点,它直接关系到农村集体经济的发展和社会的稳定。通州区委、区政府认识到,村级财务管理工作改革,是改变我区农村财务管理现状的必要举措,是促进农村经济发展、维护农村社会稳定的关键。区政府办公室于2002年4月转发了通州区经管站《关于村级财务实施“双层审计、村账托管、电算管理”工作的意见》。区委将“村账托管”工作列入“六好乡镇党委”、“五好支部”年终考核指标之一。一、建立一支让农民放心的财务管理队伍1、各乡镇都建立农村财务服务中心,全面负责本乡镇的“村账托管”工作。乡镇农村财会服务中心专业记账人员的产生,采取“个人自荐、民主推荐和公开招聘相结合”的方法确定。11个乡镇农村财务服务中心共聘用记账人员51名,这些人员与农村财务服务中心签订从业合同,并全部实行持证挂牌
