中共中央《关于建立社会主义市场经济体制若干问题的决定》中,明确指出“建立现代企业制度,是发展社会化大生产和市场经济的必然要求,是我国国有企业改革的方向”。“国有企业实行公司制,是建立现代企业制度的有益探索”。公司制将成为我国国有企业的一种重要形式。显然,组建森工企业集团公司,不是一种简单的企业组织形式的变化,而是一项涉及多方面制约因素的综合性改革。深化林业企业改革必须解决深层矛盾,由放权让利为主要内容的政策调整转为明晰产权为主要内容的林业企业制度的重建,探索公有制与市场经济新的结合形式。对此,除了在认识上承认公司制的必然性外,当前更主要的是解决好实际操作中的有关问题。

Obviously, the formation of a forest industry enterprise group company is not a simple change in the form of corporate organization, but a comprehensive reform involving many constraints. To deepen the reform of forestry enterprises, we must resolve deep-rooted contradictions, shift from the policy adjustment of decentralization and profitability to the reconstruction of the forestry enterprise system with clear property rights as the main content, and explore new forms of integration of public ownership and market economy. In this regard, in addition to recognizing the inevitability of the corporate system, it is more important to solve the relevant problems in actual operations.
