现在讲“成本核算”,不妨研究一下腐败的成本。“腐败成本”是搞腐败所付出的代价。代价越高,腐败者的顾忌越多,腐败的行为就会越少;代价越低,腐败者的机会就越多,反腐败的难度就越大。前不久《报刊文摘》刊登了一组腐败案例,很有讽刺意味。1995年湖南衡阳县电力局陈昭明因受贿5.3万多元被判处有期徒刑7年;1998年,继任局长甘雨霖因受贿6.5万元被判处有期徒刑5年;1999年6月,第三任局长欧玉凤又被立案查处,已查实受贿数额5万元以上。
