国务院(1983)160号文件和(1986)8号文件规定。把饮片生产作为商品性生产,并作为中药工业看待,实行独立核算,自主经营。这是一项大的改革,它有利于促进饮片工业的发展,提高自身扩大再生产的能力。今年国务院第94次常务会议又确定对中药饮片生产加工,实行减免税收的优惠政策,扶持饮片生产的发展。近三年来,我们按照国家有关政策连续狠抓饮片工作,收到初步成效。(一) 饮片工作已被摆到重要位置。国家经委主任吕东同志和副主任袁宝华同志,分别在去年三月和十二月的全国医药工作会议的讲话中,都着重地强调了要采取措施,提高饮片质量。发展饮片生产,明确指示我们要向有关部门和国务院汇报,争取一定的特殊政策。国家医药管理局和中国药材公司把中药饮片工作摆到了突出的地位,除连续三年召开
Documents of the State Council (1983) No. 160 and (1986) No. 8 provide. The production of decoction pieces is used as commercial production, and treated as a traditional Chinese medicine industry, with independent accounting and independent management. This is a major reform. It will help promote the development of the decoction industry and increase its ability to expand reproduction. At the 94th executive meeting of the State Council this year, it also determined the preferential policies for the production and processing of TCM decoction pieces and implemented tax reduction and exemption policies to support the development of decoction pieces production. Comrade Lu Dong, deputy director of the State Economic Commission, and Comrade Yuan Baohua, deputy director of the National Economic and Trade Commission, respectively, emphasized the need to take measures to improve the quality of decoction pieces in their speeches at the National Medical Work Conference in March and December last year. The development of decoction production clearly indicates that we must report to relevant departments and the State Council and strive for certain special policies. The State Administration of Drugs and Chinese Herbal Medicine Company placed the work of Chinese Herbal Medicine Pieces in a prominent position, with the exception of three consecutive years.
