一、加快发展海洋经济,是缓解陆域资源紧缺、拓展生存与发展空间的需要海洋占地球表面积的71%,拥有陆地上的一切矿物资源。是人类社会发展的宝贵财富和最后空间,是能源、矿物、食物和淡水的战略资源基地。据相关资料显示,全球88%的生物生产力来自海洋,海洋可提供的食物量远远大于陆地可提供的食物量。渔业的产出效益明显高于农业,海产品蛋白质含量高达20%以上,是谷物的2倍多,比肉禽蛋高五成。
