1997年以来,浙江省公安机关认真贯彻公安部关于开展刑侦工作改革的正确部署,积极稳妥地在刑侦工作体制、警务机制和工作方法上进行改革和创新,努力构建以刑侦部门为破案主力军,派出所为基础,其他警种、部门为依托,各地区密切配合、紧密协作的打击犯罪新格局,有力推动了刑侦工作的长足发展。这五年,是浙江刑侦工作发展最快、成效最好的时期,主要体现在: 一是破案绝对数连年递增。五年来全省刑事案件破案绝对数年均递增12.8％,破案总量持续居全国第一、二位,其中2001年破案数超过15万起,比1996年上升82.5％二是破案攻坚能力不断增强,重大恶性案件破案率逐年提高。2001年全省杀人案件破案率达到90.1％,比1996年提高了6.7个百分点;爆炸、绑架、劫持、伤害、强奸、放火等六类恶性案件破案率均保持在90％以上,2001年达到94％; 三是执法办案质量稳步提升。五年来全省公安机关抓获犯罪嫌疑人数年均增长7.1％。2001年共逮捕各类犯罪嫌疑人50654
