本文阐述了西部地区退耕还林历时十年取得的巨大成就、存在的矛盾和问题,有针对性的提出改进建议:1、物质和政策保障方面的建议:(1)完善退耕还林补偿政策;(2)实施国家收购生态林政策;(3)制定环境污染管理政策;(4)优化退耕还林与粮食安全关系。2、提高培育退耕还林内驱力与自觉意识的对策建议:营造有利于退耕还林的社会环境氛围;积极推进新型经济发展模式,巩固并扩大退耕还林成果。
This paper expounds the tremendous achievements, contradictions and problems in returning land for farming to forestry in the western region over the past ten years and puts forward suggestions for improvement in the following aspects: 1. Suggestions on material and policy support: 1) To improve the compensation policy of returning farmland to forests; (2) implement the state policy on acquisition of ecological forest; (3) formulate policies on environmental pollution management; (4) optimize the relationship between returning farmland to forestry and food security. 2. Suggestions on improving the driving forces and consciously cultivating cultivated land for forestry: Suggestions should be made to create a social environment conducive to returning farmlands to forests; actively promote the development mode of new-typed economy and consolidate and expand the achievements of the project of returning farmland to forests.
