我国正处于从计划经济向社会主义市场经济体制转型的时期。在这个过程中,旧体制弊端尚存,新体制还没有健全完善,新旧体制并行运转,不可避免地给经济生活带来各种矛盾,也不可避免地在政策、管理等方面留有一些“空隙”,使腐败现象的产生具有了经济上的可能性。 计划经济向市场经济的转轨过程中,从经济上分析,产生腐败现象的诱因主要来自于以下几个方面。
