一、适应通信特点,实行邮电两条线的管理体制。1985年1月,地市局合并后,市局设立了县局通信科,负责管理县局工作。经过一年多的实践,我们感到这种管理体制有很多缺陷,不利于组织通信生产。去年4月起,将县局通信科撤销,实行职能部门对口,邮政、电信两条线统一指挥的领导体制。这种管理体制的好处有三:—是有利于发挥专业局长和管理部门的积极性。设外县科时,指定一名副局长抓外县工作,与主管邮电专业的副局长和专业管理部门相脱节。实行新的管理体制后,减少了中间环节,提高了工作效率。二是有利于加强全程全网管理。过去由于条块分割,互相制约,各自为政。新的体制使业务领导和行政领导统一起来,办事顺当。三是有利于团结协作,密切配合。大家从全局出发,取长补短,互相支援,使一盘
