踏进范县陈庄乡这块背依黄河的土地时,正值初夏,但见:笔直平坦的乡村公路纵横交错,路两旁杨柳相映,渠水潺潺,一望无际的麦田碧波起伏,一块块水稻育苗田,似块块铺锦叠翠的茸毯,池池青荷宛如婀娜多姿的少女含羞轻舞,尾尾红鲤不时跃出水面泛起层层涟漪,座座被绿树包围的村庄偶露青砖红瓦,难怪来过这里的人,都称这儿是“黄河边上的小江南”。可谁又相信这里曾是一块荒凉、偏僻、贫穷落后的土地。(一)的确,1977年范县区域重新规划时,为便于扶贫救济,把紧靠黄河大堤的60个“吃粮靠统销,花钱靠贷款,生活靠救济”的三靠村组成陈庄乡。自然这个乡便成了地道的贫困乡。“夏秋水汪汪,春冬白茫茫,只听蛤蟆叫,不见收颗粮”成了这里的真实写照。因为这里的土地贫脊,低洼盐碱,庄稼长得瘦弱、枯黄;因为这里贫困,只见姑娘往外嫁,难见媳妇娶进门;这里的群众为了生活,祖祖辈辈靠熬碱盐艰难度日,靠国家的扶贫款生活……1997年5月,县委为改变这里的落后面貌,把在乡长、乡党委书记岗位上干了七年,有着比较丰富
