我国严控化学武器原料贸易 国务院近期通知,要求进一步严格控制可以作为化学武器的化工原料生产和进出口。 1.通过层层发动的调查,掌握国内有关化学武器用化工原料的生产、流通和使用情况,办理登记手续。 2.化学武器用化工原料的生产、贸易和进出口统一归属化工部管理; 3.严格控制出口; 4.定点生产,定点制造专用设备、开发专有技术,定点办理进出口贸易业务。
China’s strict control over chemical weapons raw materials trade The State Council recently announced that it requires further strict control over the production and import and export of chemical raw materials that can be used as chemical weapons. 1. Through investigations conducted at various levels, we will master the production, circulation, and use of chemical raw materials for chemical weapons in China and go through the registration procedures. 2. The production, trade, and import and export of chemical raw materials for chemical weapons shall be under the jurisdiction of the Ministry of Chemical Industry; 3. Exports shall be strictly controlled; 4. Targeted production, special equipment for fixed-point manufacturing, and proprietary technologies shall be used for import and export trade.
