一、贯彻实施两个《条例》的规划普通高等学校、中等专业学校:1992年达到两个《条例》基本要求的学校为50％.1993年全部达到要求。重点中,小学,重点职中:1992年30％的学校达到要求;1993年70％的学校达到要求:1994年全部达到要求. 城镇普通中、小学,职业中学,农业中学:1992年20％的学校达到要求;1993年起每年有10％的学校达到要求. 乡初中,乡中心小学:自1992年起,达到两个《条例》基本要求的学校为每年5％。乡以下小学、少数贫困地区和规模较小.基础较差的学校,也要按照两个《条例》的要求,结合本地的实际积极造创条件,制订逐步实施的规划。二、建立健全各级管理机构
