以城市人民政府为主体,将城市公共交通发展放在城市交通发展的首要位置,在设施用地、投资安排、路权分配、财税扶持等方面对城市公共交通给予优先保障,努力使公共交通成为公众出行首选。日前,《交通运输部关于贯彻落实〈国务院关于城市优先发展公共交通的指导意见〉的实施意见》印发(简称《实施意见》),进一步明确城市公共交通发展总体目标,提出九大任务五项保障措施。
Taking urban people’s government as the main body, urban public transport will be placed at the top of urban transport development. Priority will be given to public transport in urban areas in terms of facilities, investment arrangement, right-of-way allocation, fiscal and taxation support, etc., and efforts will be made to make public transport a public Travel preferred. Recently, the “Opinions on Implementation of the Guiding Opinions of the State Council on Urban Priority Development of Public Transport” issued by the Ministry of Transport (the “Opinions for Implementation”) further clarified the overall goal of urban public transport development and proposed five guarantees for nine major tasks Measures.
