目的调查甘肃省崇信县疾病预防控制队伍人员的年龄、性别、学历、专业结构和职称等,为将来调整全县疾病预防控制人员的结构提供理论依据。方法通过实地走访,填写统一的调查问卷,从年龄、学历、技术职称及性别方面进行对比分析。结果县、乡两级疾病预防控制人员共31人,占全县卫生系统总人数(335人)的9.25%,低于10%的要求,县级男、女比例为1∶1.4,乡级为1∶1.25,村级为11.14∶1;县级无专业学历人数比例为4.55%,乡级11.11%,村级38.82%,县级公共卫生专业4人,乡村级无公共卫生专业人员;县、乡两级副高以上职称空缺,中级职称县级6人,占19.35%,县级无职称人员9人,占40.91%,远大于国家≤15%的要求。乡级疾病预防控制人员无高级及中级职称,在业务岗位上的非本专业人员顶岗现象较为严重,乡级则主要为其他医疗专业人员或非医疗专业人员从事疾病预防控制工作,村级则主要为兼职;村级疾病预防控制人员年龄明显偏大,40岁以上占68.24%,知识老化,跟不上工作需求。结论甘肃省崇信县疾病预防控制专业技术人员仍然匮乏,乡级疾病预防控制专干身兼数职,更换过于频繁,不能将主要精力放在疾病预防控制工作上,对村级工作指导不力;村级人员年龄老化难以胜任当前的疾病预防控制工作,人员高、中级职称比例过小,无职称人员比例过大。
Objective To investigate the age, sex, educational level, professional structure and professional title of disease prevention and control staff in Chongxin County, Gansu Province, so as to provide theoretical basis for the future adjustment of the structure of disease prevention and control staff in the county. Methods Through field visits, fill in a unified questionnaire, from age, education, technical titles and gender comparative analysis. Results A total of 31 disease prevention and control staff at county and township levels accounted for 9.25% of the total number of people in the county’s health system (335 persons), with a requirement of less than 10%. The ratio of male to female at the county level was 1: 1.4, 1: 1.25, the village level is 11.14: 1; the proportion of people without professional education at the county level is 4.55%, the township level is 11.11%, the village level is 38.82%, the county level public health professional is 4, and the village level is no public health professional. There are 6 titles at the township level and 2 titles at the secondary level with intermediate titles at 6, accounting for 19.35%, 9 at the county level with no titles, accounting for 40.91%, much higher than the national requirement of 15% or less. The township level disease prevention and control staff have no senior and mid-level professional titles. The non-professional posts in the business posts are more serious. The township level is mainly engaged in disease prevention and control work for other medical professionals or non-medical professionals while the village-level Part-time; village-level disease prevention and control staff age was significantly larger, over the age of 40 accounted for 68.24%, knowledge of aging, keep up the job requirements. Conclusion The professional staff of disease prevention and control in Chongxin County of Gansu Province are still in short supply. The township disease prevention and control specialties are mainly engaged in multiple occupational diseases and their replacement is too frequent. They can not focus their efforts on disease prevention and control, The aging of village-level personnel is not competent for the current disease prevention and control work. The proportion of senior staff members and intermediate-grade staff members is too small, and the proportion of staff members without professional titles is too large.
