国务院关于“建立统一、规范、完善的社会保障体系”是当前我国社会保险制度一项重大的改革任务,也是建设有中国特色社会主义事业的一项带有根本性的创新。以国务院《关于统一城镇职工基本养老保险制度的决定》、《失业保险条例》、《社会保险费征缴暂行条例》和《关于建立城镇职工基本医疗保险制度的决定》为标志,与社会主义市场经济体制相适应的有中国特色的社会保障体系的基本框架初步形成。但是,我们必须清楚地认识到,现行的社会保障制度还不健全,管理还不规范,社会保障资金尚缺乏有力的保证,特别是一些拖欠社会保险费的行为日益严重,欠费金额越积越多、越滚越大,“清欠无望”和“前清后欠”的矛盾日益突出,使社会养老保险基金入不敷出、社会保障待遇的按时足额发放形势日益严峻。
