The current reform of the transport system requires the transport sector to gradually shift from professional transport management to industry-wide management. How to improve the economic benefits of automobile transportation is a major issue facing the entire industry management. In 1984, there were 1.87.03 million civilian trucks in China, of which 193,900 were operated by the transport sector, accounting for 10.35% of the total. The utilization of the latter was only 59.0% and the actual load was only 62.7% (1983). Among the 29 provinces and cities nationwide, the highest indicators of efficiency of these two vehicles are Zhejiang Province, accounting for 69.4% and 74.3% respectively.
