取得改革共识必须有三个底线： 一是要坚持完善社会主义制度， 而不是否定社会主义制度。坚持社会主义制度并不是要坚持传统的、僵化的社会主义制度， 而是要坚持与时俱进的社会主义制度， 要坚持适应社会主义市场经济的社会主义制度。二是要坚持改革开放， 而不是否定改革开放。三是要坚持把人民的利益放在第一位， 把提高人民生活水平和质量作为出发点。“ 十一五”《 建议》把改革放在重要的突出位置， 这就为改革取得共识打下了有利的基础。
To achieve consensus on reform, we must have three bottom lines: First, we must uphold and perfect the socialist system instead of denying the socialist system. Adhering to the socialist system does not mean adhering to the traditional and rigid socialist system. Rather, it must uphold the socialist system of keeping pace with the times and upholds the socialist system that is adapted to the socialist market economy. Second, we must insist on reform and opening up instead of denying reform and opening up. Third, we must give top priority to the interests of the people and take the people’s living standards and quality as the starting point. The “Eleventh Five-Year” “Proposal” puts the reform in an important and prominent position, laying a favorable foundation for the consensus reached in the reform.
