一、国有企业职工培训不足现状(一)职工整体素质不高,结构性矛盾依然突出。作为企业职工主体中的生产一线队伍的技术素质状况令人忧虑。一是文化程度偏低,以初中和高中文化占主体,甚至在国有企业中还存在(因历史或征收土地等原因而招进的)一部分小学或文盲文化;二是技能水平大多数只具备初、中级水平,高级工相对缺乏,工人技师和高级技能比例更是严重偏低;三是技术工人素质结构单一,绝大多数技术工人只具备单一工种的技能,复合型技工严
