第一,把民间投资用好对国家确实非常重要,在金融领域这一块,怎么能够鼓励用好民间的投资、外资以及中国老百姓的民间储蓄,直接对中国的经济增长有帮助,希望能够有更好的政策。第二,既然以消费为拉动,怎么能够让人民和老百姓富起来?钱有两个来路,一个就是政府现在做的,节约成本减少铺张浪费,另外一个就是关于农民土地确权的问题,这是一个消费的重大来源,土地明确就是人家农民的,这个钱政府就别替人家花了。这个时候,如果再有一个很好的引导,能够让这些资金用到正常的发展中去,还能解决这些人的就业问题。这时候对消费拉动会形成一个正向循环,也是我们所期盼的。第三,就是把创新作为驱动。国庆期间,习主席与政治局到中关村开了一个学习会,我提了一条主要的意见,就是怎么样能够把科技创新以企业为主体,能够落实下来,让经济和科技能够真正结合,再好的创新要变成钱非要在企业里变不可,这个东西是一个机制问题,需要政府认真想办法。——联想控股有限公司董事长柳传志
